To adjust your picture and scanned signatures you need a simple software, that is Irfan View. Download Irfan View from here
After downloading Irfan View, now download plugins from here.
Change the picture size from Image -->> Resize/resample
Now open your picture, Right click on the picture and open with Irfan View.
Now click on File -->> Save as web.
